The relevance of institutions and people’s preferences in the PSNP and IN-SCT programmes in Ethiopia
The effective implementation of social protection interventions is key for achieving positive change. The existing literature mainly focuses on issues related to programme design and impact, rather than the factors that influence the emergence, expansion and provision of these programmes. This article builds on the recent literature that indicates that the quality of institutions and people’s preferences play an important role in the implementation of social protection. It does so by using Ethiopia and its Productive Safety Net Programme – one of the largest social protection programmes in sub-Saharan Africa – as a case study, thereby contributing to debates on how to implement social protection more effectively, particularly in settings of widespread poverty and relatively low levels of institutional capacity. Based on primary qualitative data, the article finds that greater institutional quality at the local level is associated with the more effective provision of social protection. The ability of community members and social protection clients to voice preferences can lead to adaptations in implementation, although the extent to which this occurs is highly gendered. 相似文献

The purpose of this study is to theoretically and empirically examine whether public spending in education, health care, and welfare service operates as a fruitful investment in welfare states, which has been implied in the literature of social investment arguments. Based on comprehensive review of existing literature, this study suggested a tripartite mechanism of social investment effect of such spending, that is “enhancement of human capital,” “support for labor force participation,” and “job creation.” To find the empirical evidence, a pooled time‐series cross‐section analysis was conducted with the data of 15 advanced welfare states from 1980 to 2015 using estimation technique of fixed‐effect model. The results confirmed that public spending in education, health care, and welfare service had a positive medium‐term as well as long‐term effect on economic performance, while cash‐type welfare spending had an obscure or no visible effect on economy. Government consumption that is a proxy and control variable of size of the welfare state showed a positive effect on real GDP in the medium term but a negative effect in the long run. In conclusion, this study suggests that reinforcing social services should be recognized and dealt with as essence of social investment strategy. 相似文献

障碍研究在过去40年的发展奠定了其对公共政策影响的基础。障碍者社会参与的责任逐渐由以往个人承担与调适,转向社会与国家承担。本文简述西方国家障碍研究的两个主要论述--社会模式与普同主义取向,对比这两个主要论述所衍生出的政策:由早期的无障碍设施到通用设计,至最近的能力取向。障碍者参与社会生活与活动是其基本权利的一部分,这项权利内涵具有积极性,需要政府与社会投入资源,改善外部社会结构与环境,使环境对障碍者更为友善,为其社会参与权利提供保障。 相似文献

Starting from the idea that relational sociology has been founded on various and incompatible social ontologies, I argue that it is at risk of losing its raison d'être if we do not answer two fundamental practical and ontological questions: (1) Why do we need relational sociology? and (2) What do we study in relational sociology? Homosexual sociability space in Santiago is not socially homogenous. Beyond non-heterosexual identities segmentation (gay, lesbian, queer, BDSM, etc.), the present article proposes a reflection observing certain social distinctions or differences that come into play to create a hierarchy among gay and lesbian individuals within that space. Using a qualitative approximation, we analyze the discourse of homosexual men and women about ways to display homosexuality in different places in the city, as well as some sociability practices used in homosexual venues. The resulting social hierarchy is understood through two central subjective rules: discretion and good taste, dynamic mechanisms that perpetuate the distance among groups within the same sociability space, and to some extent reproduce the city’s class structure. Given that material means to privatize and sophisticate homosexual expression are unequally distributed in Santiago, the resulting differentiated social networks end up configuring the visibility strategies of homosexual identity played out in the city in the last years. 相似文献

Despite changes in how disability is viewed, ethical requirements for disability research have hardly changed. Some ethical clearance procedures, processes and practices still consider persons with disabilities as not able, creating unease among researchers and research participants with disabilities themselves. This paper considers five ethical contestations arising from research in the area of disability in an African context: positionality, vulnerability, signed consent, anonymity, and research committee composition. We argue that ethical requirements in practice are still largely based on a medical model of disability and propose that culturally sensitive social and human rights models should influence disability research ethics. 相似文献

弱势群体保护问题是当今社会,尤其是公法学界所面临的严峻课题。为了有效应对这一问题,应采用比较研究、实证研究、文献研究的方法,在继续完善传统公法意义上的相关保障性制度的基础上,积极构建弱势群体的社会帮扶制度。弱势群体的社会帮扶制度一方面以服务行政理论为理论依据,要求弱势群体保护由当下的“政治负责”向“社会负责”过渡;另一方面,社会帮扶制度又以公共服务理论为理论支撑,要求政府由高权强制型向怀柔服务型转变。在实践中,弱势群体的社会帮扶制度应遵循政府与社会“两条腿走路”的基本逻辑,而该制度的构建应秉承若干基本思路:破除观念束缚,培育和构建公民社会;丰富社会主体形式,弥补行政保障不足;完善其他社会帮扶途径。 相似文献
